Police, Border Patrol, other agencies looking to expand drone use at home

Civilian cousins of the unmanned military aircraft that have tracked and killed terrorists in the Middle East and Asia are in demand by police departments, border patrols, power companies, news organizations and others wanting a bird's-eye view that's too impractical or dangerous for conventional planes or helicopters to get.
Along with the enthusiasm, there are qualms.
Drones overhead could invade people's privacy. The government worries they could collide with passenger planes or come crashing down to the ground, concerns that have slowed more widespread adoption of the technology.
Despite that, pressure is building to give drones the same access as manned aircraft to the sky at home.
"It's going to be the next big revolution in aviation. It's coming," says Dan Elwell, the Aerospace Industries Association's vice president for civil aviation.
Some impetus comes from the military, which will bring home drones from Afghanistan and wants room to test and use them. In December, Congress gave the Federal Aviation Administration six months to pick half a dozen sites around the country where the military and others can fly unmanned aircraft in the vicinity of regular air traffic, with the aim of demonstrating they're safe.
The Defense Department says the demand for drones and their expanding missions requires routine and unfettered access to domestic airspace, including around airports and cities. In a report last October, the Pentagon called for flights first by small drones both solo and in groups, day and night, expanding over several years. Flights by large and medium-sized drones would follow in the latter half of this decade.
Other government agencies want to fly drones, too, but they've been hobbled by an FAA ban unless they first receive case-by-case permission. Fewer than 300 waivers were in use at the end of 2011, and they often include restrictions that severely limit the usefulness of the flights. Businesses that want to put drones to work are out of luck; waivers are only for government agencies.
But that's changing.
Congress has told the FAA that the agency must allow civilian and military drones to fly in civilian airspace by September 2015. This spring, the FAA is set to take a first step by proposing rules that would allow limited commercial use of small drones for the first time.
Until recently, agency officials were saying there were too many unresolved safety issues to give drones greater access. Even now FAA officials are cautious about describing their plans and they avoid discussion of deadlines.
"The thing we care about is doing that in an orderly and safe way and finding the appropriate ... balance of all the users in the system," Michael Huerta, FAA's acting administrator, told a recent industry luncheon in Washington. "Let's develop these six sites — and we will be doing that — where we can develop further data, further testing and more history on how these things actually operate."
Drones come in all sizes, from the high-flying Global Hawk with its 116-foot wingspan to a hummingbird-like drone that weighs less than an AA battery and can perch on a window ledge to record sound and video. Lockheed Martin has developed a fake maple leaf seed, or "whirly bird," equipped with imaging sensors, that weighs less than an ounce.
Potential civilian users are as varied as the drones themselves.
Power companies want them to monitor transmission lines. Farmers want to fly them over fields to detect which crops need water. Ranchers want them to count cows.
Journalists are exploring drones' newsgathering potential. The FAA is investigating whether The Daily, a digital publication of Rupert Murdoch's News Corp., used drones without permission to capture aerial footage of floodwaters in North Dakota and Mississippi last year. At the University of Nebraska, journalism professor Matt Waite has started a lab for students to experiment with using a small, remote-controlled helicopter.
"Can you cover news with a drone? I think the answer is yes," Waite said.
The aerospace industry forecasts a worldwide deployment of almost 30,000 drones by 2018, with the United States accounting for half of them.
"The potential ... civil market for these systems could dwarf the military market in the coming years if we can get access to the airspace," said Ben Gielow, government relations manager for the Association for Unmanned Vehicle Systems International, an industry trade group.
The hungriest market is the nation's 19,000 law enforcement agencies.
Customs and Border Patrol has nine Predator drones mostly in use on the U.S.-Mexico border, and plans to expand to 24 by 2016. Officials say the unmanned aircraft have helped in the seizure of more than 20 tons of illegal drugs and the arrest of 7,500 people since border patrols began six years ago.
Several police departments are experimenting with smaller drones to photograph crime scenes, aid searches and scan the ground ahead of SWAT teams. The Justice Department has four drones it loans to police agencies.
"We look at this as a low-cost alternative to buying a helicopter or fixed-wing plane," said Michael O'Shea, the department's aviation technology program manager. A small drone can cost less than $50,000, about the price of a patrol car with standard police gear.
Like other agencies, police departments must get FAA waivers and follow much the same rules as model airplane hobbyists: Drones must weigh less than 55 pounds, stay below an altitude of 400 feet, keep away from airports and always stay within sight of the operator. The restrictions are meant to prevent collisions with manned aircraft.
Even a small drone can be "a huge threat" to a larger plane, said Dale Wright, head of the National Air Traffic Controllers Association's safety and technology department. "If an airliner sucks it up in an engine, it's probably going to take the engine out," he said. "If it hits a small plane, it could bring it down."
Controllers want drone operators to be required to have instrument-rated pilot licenses — a step above a basic private pilot license. "We don't want the Microsoft pilot who has never really flown an airplane and doesn't know the rules of how to fly," Wright said.
Military drones designed for battlefields haven't had to meet the kind of rigorous safety standards required of commercial aircraft.
"If you are going to design these things to operate in the (civilian) airspace you need to start upping the ante," said Tom Haueter, director of the National Transportation Safety Board's aviation safety office. "It's one thing to operate down low. It's another thing to operate where other airplanes are, especially over populated areas."
Even with FAA restrictions, drones are proving useful in the field.
Deputies with the Mesa County Sheriff's Office in Colorado can launch a 2-pound Draganflyer X6 helicopter from the back of a patrol car. The drone's bird's-eye view cut the manpower needed for a search of a creek bed for a missing person from 10 people to two, said Ben Miller, who runs the drone program. The craft also enabled deputies to alert fire officials to a potential roof collapse in time for the evacuation of firefighters from the building, he said.
The drone could do more if it were not for the FAA's line-of-sight restriction, Miller said. "I don't think (the restriction) provides any extra safety," he said.
The Montgomery County Sheriff's Office, north of Houston, used a Department of Homeland Security grant to buy a $300,000, 50-pound ShadowHawk helicopter drone for its SWAT team. The drone has a high-powered video camera and an infrared camera that can spot a person's thermal image in the dark.
"Public-safety agencies are beginning to see this as an invaluable tool for them, just as the car was an improvement over the horse and the single-shot pistol was improved upon by the six-shooter," said Chief Deputy Randy McDaniel, who runs the Montgomery drone program.
The ShadowHawk can be equipped with a 40 mm grenade launcher and a 12-guage shotgun, according to its maker, Vanguard Defense Industries of Conroe, Texas. The company doesn't sell the armed version in the United States, although "we have had interest from law-enforcement entities for deployment of nonlethal munitions from the aircraft," Vanguard CEO Michael Buscher said.
The possibility of armed police drones someday patrolling the sky disturbs Terri Burke, executive director of the Texas chapter of the American Civil Liberties Union.
"The Constitution is taking a back seat so that boys can play with their toys," Burke said. "It's kind of scary that they can use a laptop computer to zap people from the air."
A recent ACLU report said allowing drones greater access takes the country "a large step closer to a surveillance society in which our every move is monitored, tracked, recorded, and scrutinized by the authorities."
The Electronic Frontier Foundation, which focuses on civil liberties threats involving new technologies, sued the FAA recently, seeking disclosure of which agencies have been given permission to use drones. FAA officials declined to answer questions from The Associated Press about the lawsuit.
Industry officials said privacy concerns are overblown.
"Today anybody— the paparazzi, anybody — can hire a helicopter or a (small plane) to circle around something that they're interested in and shoot away with high-powered cameras all they want," said Elwell, the aerospace industry spokesman. "I don't understand all the comments about the Big Brother thing."

Obama's 'abuse of power' threatens to shut down Senate
Key Republican Senators are bracing for legislative battles and Constitutional challenges to President Barack Obama’s unprecedented end-run around Congress to install several controversial political appointees.
Obama announced the decision Wednesday to make the so-called recess appointments -- even though the Senate is not in recess -- putting Richard Cordray in charge of a contentious new consumer protection agency and also naming three appointments to the National Labor Relations Board (NLRB) – Sharon Block, Richard Griffin and Terence F. Flynn.
“Business as we know it in the Senate is over for this administration in terms of accomplishing anything legislatively or finding any cooperation from this side of the aisle,” said Sen. John Barrasso (R. –Wyo.). “He has poisoned the well.”
“Apparently, advise and consent called for in the Constitution doesn’t apply to this Chicago-style politician. He’s more interested in rewarding his friends than living under the law Americans need to abide by,” Barrasso said.
The Constitution allows the president to make recess appointments, but the controversy in this case is whether or not the Senate is in recess.
“I believe it’s an abuse of power. Now he is saying he’s above the law -- the law doesn’t apply to him,” Barrasso said.
Republicans have kept the Congress in a pro forma session, gaveling in for a few minutes of official business every three days. It’s a tactic that was used by Democrats during the Bush administration to block recess appointments. Additionally, Obama’s own Justice Department argued before the Supreme Court in 2010 that Congress is not in recess unless it’s absent for more than three days.
Republicans say they are frustrated because Obama did not nominate the NLRB picks until last month -- just two days before the Christmas holiday -- allowing no time for the Senate to hold hearings.
Meanwhile, Senate Democrats have stalled the confirmation of the lone Republican nominee for the labor board, Brian Hayes, since July 2009.
Another contentious factor in Obama’s maneuver, the Consumer Financial Protection Bureau created by the Dodd-Frank Act, requires that the new director be confirmed by the Senate, so Cordray’s appointment puts the agency’s legal authority in limbo.
“I don’t think he has the full authority to run this agency,” said J.W. Verrett, an assistant professor of law at George Mason University and a senior scholar at the Mercatus Center.
“The president’s decision is a purely political one, and not about consumer protection,” Verrett said. “In fact, he’s sacrificed consumer protection. He’s more interested in being tough on Congress than being tough on predatory lenders.”
Sen. Mike Lee (R. –Utah), a member of the Senate Judiciary Committee, said these actions were not ordinary recess appointments but “egregious and inexcusable” acts of a president who thinks he’s above the law.
“As a matter of raw political force, can he do it? He just did,” Lee said.
“I think the president wanted to pick a really big fight, and he has surely chosen one,” Lee said. “This is a direct affront to the American people and the constitutional system of government that we have.”
Republicans are hesitant to give away their game plan on how they will respond to Obama’s move, but Lee suggested that Congress could withhold the salaries for the new federal appointees.
Senate Minority Leader Mitch McConnell (R. Ky.) said Obama “upped the ante” and set “a terrible precedent that could allow any future president to completely cut the Senate out of the confirmation process, appointing his nominees immediately after sending their names up to Congress.”
“This was surely not what the framers had in mind when they required the president to seek the advice and consent of the Senate in making appointments,” McConnell said.
Sen. Orrin Hatch (R. –Utah) said Obama made the appointments to placate his “big labor allies,” but that it might not be enough to save him come Election Day.
“The president put his own political future and the radical views of his far-left base ahead of constitutional government. The president will have to answer to the American people for this power grab," Hatch said.
Vincent Vernuccio, a labor policy lawyer with the Competitive Enterprise Institute, said the NLRB appointees are a gift to Obama’s labor backers, and that Griffin comes to the board directly from a labor union.
“The vacancies on the Board have occurred because Obama has insisted on nominating pro-union ideologues too controversial to pass Senate confirmation,” Vernuccio said.
Richard Trumka, president of the AFL-CIO, congratulated Obama on overcoming what he called “Republican obstructionists.”
“Working families and consumers should not pay the price for political ploys that have repeatedly undercut the enforcement of rules against Wall Street abuses and the rights of working people,” Trumka said.

The transcript shows that Obama (Soetoro) applied for financial aid and was awarded a fellowship for foreign students from the Fulbright Foundation Scholarship program. This study estimates that Obama has spent upwards of $950,000 in campaign funds in the past year with eleven law firms in 12 states for legal resources to block disclosure of any of his personal records. Mr. Kreep indicated that the investigation is still ongoing but that the final report will be provided to the U.S. Attorney general, Eric Holder. Mr. Holder has refused to comment on the matter...

While I've little interest in getting in the middle of the Obama birth issue, Paul Hollrah over at FSM did so yesterday and believes the issue can be resolved by Obama answering one simple question: What passport did he use when he was shuttling between New York, Jakarta, and Karachi?
So how did a young man who arrived in New York in early June 1981, without the price of a hotel room in his pocket, suddenly come up with the price of a round-the-world trip just a month later?
And once he was on a plane, shuttling between New York, Jakarta, and Karachi, what passport was he offering when he passed through Customs and Immigration?
The American people not only deserve to have answers to these questions, they must have answers. It makes the debate over Obama's citizenship a rather short and simple one.
Q: Did he travel to Pakistan in 1981, at age 20?
A : Yes, by his own admission.
Q: What passport did he travel under?
A: There are only three possibilities.
1) He traveled with a U.S. ... Passport,
2) He traveled with a British passport, or
3) He traveled with an Indonesia passport.
Q: Is it possible that Obama traveled with a U.S. Passport in 1981?
A: No. It is not possible. Pakistan was on the U.S. .. State Department's "no travel" list in 1981.
Conclusion: When Obama went to Pakistan in 1981 he was traveling either with a British passport or an Indonesian passport.
If he were traveling with a British passport that would provide proof that he was born in Kenya on August 4, 1961, not in Hawaii as he claims.. And if he were traveling with an Indonesian passport that would tend to prove that he relinquished whatever previous citizenship he held, British or American, prior to being adopted by his Indonesian step-father in 1967.
Whatever the truth of the matter, the American people need to know how he managed to become a "natural born" American citizen between 1981 and 2008.
Given the destructive nature of his plans for America, as illustrated by his speech before Congress and the disastrous spending plan he has presented to Congress, the sooner we learn the truth of all this, the better.
If you Don't care that Your President is not a natural born Citizen and in Violation of the Constitution, then Delete this, and then lower your American Flag to half-staff, because the U.S. Constitution is already on life-support, and won't survive much longer.

Herman Cain has spent his life living and working all over the country – Indiana, Georgia, Minnesota, Nebraska, Kansas, Washington, D.C. – but never in Chicago.
So it's curious that all the sexual harassment allegations against Cain emanate from Chicago: home of the Daley machine and Obama consigliere David Axelrod.
Suspicions had already fallen on Sheila O'Grady, who is close with David Axelrod and went straight from being former Chicago Mayor Richard M. Daley's chief of staff to president of the Illinois Restaurant Association (IRA), as being the person who dug up Herman Cain's personnel records from the National Restaurant Association (NRA).
The Daley-controlled IRA works hand-in-glove with the NRA. And strangely enough, Cain's short, three-year tenure at the NRA is evidently the only period in his decades-long career during which he's alleged to have been a sexual predator.
After O'Grady's name surfaced in connection with the miraculous appearance of Cain's personnel files from the NRA, she issued a Clintonesque denial of any involvement in producing them – by vigorously denying that she knew Cain when he was at the NRA. (Duh.)
And now, after a week of conservative eye-rolling over unspecified, anonymous accusations against Cain, we've suddenly got very specific sexual assault allegations from an all-new accuser out of ... Chicago.
Herman Cain has never lived in Chicago. But you know who has? David Axelrod! And guess who lived in Axelrod's very building? Right again: Cain's latest accuser, Sharon Bialek.
Bialek's accusations were certainly specific. But they also demonstrated why anonymous accusations are worthless.
Within 24 hours of Bialek's press conference, friends and acquaintances of hers stepped forward to say that she's a "gold-digger," that she was constantly in financial trouble – having filed for personal bankruptcy twice – and, of course, that she had lived in Axelrod's apartment building at 505 North Lake Shore Drive, where, she admits, she knew the man the New York Times calls Obama's "hired muscle."
Throw in some federal tax evasion, and she's Obama's next Cabinet pick.

Luckily for Axelrod, Obama's opponent in the general election had also been divorced.
The Republican nominee was Jack Ryan, a graduate of Dartmouth and Harvard law and business schools, who had left his lucrative partnership at Goldman Sachs to teach at an inner-city school on the South Side of Chicago.
But in a child custody dispute some years earlier, Ryan's ex-wife, Hollywood sex kitten Jeri Lynn Ryan, had alleged that, while the couple was married, Jack had taken her to swingers clubs in Paris and New York.
Jack Ryan adamantly denied the allegations. In the interest of protecting their son, he also requested that the records be put permanently under seal.
Axelrod's courthouse moles obtained the "sealed" records and, in no time, they were in the hands of every political operative in Chicago. Knowing perfectly well what was in the records, Chicago Tribune attorneys flew to California and requested that the court officially "unseal" them – over the objections of both Jack and Jeri Ryan.

A California judge ordered them unsealed, which allowed newspapers to publish the salacious allegations, and four days later, Ryan dropped out of the race under pressure from idiot Republicans (who should be tracked down and shot).
With a last-minute replacement of Alan Keyes as Obama's Republican opponent, Obama was able to set an all-time record in an Illinois Senate election, winning with a 43 percent margin.
And that's how Obama became a senator four years after losing a congressional race to Bobby Rush. (In a disastrous turn of events, Rush was not divorced.)
Axelrod destroyed the only two men who stood between Obama and the Senate with illicitly obtained, lurid allegations from their pasts.

This time, Obama's little helpers have not only thrown a bomb into the Republican primary, but are hoping to destroy the man who deprives the Democrats of their only argument in 2012: If you oppose Obama, you must be a racist.

So it's curious that all the sexual harassment allegations against Cain emanate from Chicago: home of the Daley machine and Obama consigliere David Axelrod.
Suspicions had already fallen on Sheila O'Grady, who is close with David Axelrod and went straight from being former Chicago Mayor Richard M. Daley's chief of staff to president of the Illinois Restaurant Association (IRA), as being the person who dug up Herman Cain's personnel records from the National Restaurant Association (NRA).
The Daley-controlled IRA works hand-in-glove with the NRA. And strangely enough, Cain's short, three-year tenure at the NRA is evidently the only period in his decades-long career during which he's alleged to have been a sexual predator.
After O'Grady's name surfaced in connection with the miraculous appearance of Cain's personnel files from the NRA, she issued a Clintonesque denial of any involvement in producing them – by vigorously denying that she knew Cain when he was at the NRA. (Duh.)
And now, after a week of conservative eye-rolling over unspecified, anonymous accusations against Cain, we've suddenly got very specific sexual assault allegations from an all-new accuser out of ... Chicago.
Bialek's accusations were certainly specific. But they also demonstrated why anonymous accusations are worthless.
Within 24 hours of Bialek's press conference, friends and acquaintances of hers stepped forward to say that she's a "gold-digger," that she was constantly in financial trouble – having filed for personal bankruptcy twice – and, of course, that she had lived in Axelrod's apartment building at 505 North Lake Shore Drive, where, she admits, she knew the man the New York Times calls Obama's "hired muscle."
Throw in some federal tax evasion, and she's Obama's next Cabinet pick.

First lady Michelle Obama has been a bitter mood lately, heaping criticism on the Republican Party as her husband campaigns for re-election.
Michelle’s back, and she’s madder than ever. She was already pretty angry, seemingly unhappy with just about everything. As her husband wrapped up the Democratic nomination in 2008, she let fly her real feelings: “For the first time in my adult lifetime, I’m really proud of my country.” A few months into her job as first lady, her French counterpart asked how she liked the gig: “Don’t ask!” she reportedly spat. “It’s hell. I can’t stand it!”
She even seems to be mad at her silver-tongued husband. When the two were to set off on a luxurious 10-day vacation to Martha’s Vineyard, she left early – four hours early – and flew up alone. And those private vacations. She’s traveled to some of the world’s most plush resorts, taking 42 days off in the past year – that’d be eight weeks of vacay time if she held down a normal job.
Now, she is ready to spew her bilious disgust with America on the campaign trail. A dignified, transcendent first lady? No chance. Michelle is going to break with a hundred years of tradition and play the role of attack dog, heaping derision on her husband’s political opponents like no other first lady before her.
And it’s already begun. Mad Michelle this week popped down to Davis Island, Fla., to hobnob with the very people her husband despises – the 1 percent. At a massive mansion on the bay, filled with the wealthiest of the wealthy, America’s first lady launched into a tirade about “them” – the Republicans.
“Let’s not forget about what it meant when my husband appointed two brilliant Supreme Court justices, and for the first time in history, our daughters – and our sons – watched three women take their seats on our nation’s highest court. But more importantly, let’s not forget the impact their decisions will have on our lives for decades to come – on our privacy and our security, on whether we can speak freely, worship openly and love whomever we choose. That is what’s at stake here,” she said to applause.
Yes, Republicans hope to regain the White House so they can install Supreme Court justices who will trample Americans’ privacy, ignore the nation’s security, crush free speech and persecute the religious.
Oh, and they’re rich and racist to boot. “Will we be a country where opportunity is limited to just the few at the top? Who are we? Or will we give every child a chance to succeed no matter where they’re from, or what they look like or how much money their parents have. Who are we?”
That’s right, rich people (white, of course) certainly don’t want black people to succeed. They want to squelch success based on what people look like, how much money they have. “Are we going to let them succeed?” the first lady yelled. “Nooo!” the rich white people screamed.

KABUL, Afghanistan (AP) — A Taliban suicide bomber rammed a vehicle loaded with explosives into an armored NATO bus Saturday on a busy thoroughfare in Kabul, killing 17 people, including a dozen Americans, in the deadliest strike against the U.S.-led coalition in the Afghan capital since the war began.
The blast occurred on the same day that a man wearing an Afghan army uniform killed three Australian soldiers and an Afghan interpreter in the south — attacks that show the resiliency of the insurgency and are likely to raise new doubts about the unpopular 10-year-old war and the Western strategy of trying to talk peace with the Taliban.
A spokesman for the fundamentalist Islamic movement, which was ousted in the 2001 invasion for its affiliation with al-Qaida, claimed responsibility for the Kabul attack, saying the bomber had used 1,540 pounds (700 kilograms) of explosives.
The Taliban and related groups have staged more than a dozen major attacks in Kabul this year, including seven since June, in an apparent campaign to weaken confidence in the Afghan government as it prepares to take over its own security ahead of a 2014 deadline for the U.S. and other NATO countries to withdraw their troops or move them into support roles.
Underscoring the difficulties ahead, the brazen assault occurred just hours after top Afghan and Western officials met in the heart of Kabul to discuss the second phase of shifting security responsibilities to Afghan forces in all or part of 17 of the country's 34 provinces. Afghans already have the lead in the Afghan capital.Heavy black smoke poured from the burning wreckage of an armored personnel carrier, known as a Rhino, in Kabul after the bomber struck. The bus had been sandwiched in the middle of a convoy of mine-resistant military vehicles when it was hit along a four-lane highway often used by foreign military trainers in the southwestern part of Kabul.
The landmark Darulaman Palace, the bombed-out seat of former Afghan kings, was the backdrop to the chaotic scene: Shrapnel, twisted pieces of metal and charred human remains littered the street.
U.S. soldiers wept as they pulled bodies from the debris, said Noor Ahmad, a witness at the scene. One coalition soldier was choking inside the burned bus, he said.
"The bottom half of his body was burned," Ahmad said.
A U.S. defense official, speaking on condition of anonymity to release the information before a formal announcement, said all 13 were Americans. However, Lt. Col. Christian Lemay, a Canadian defense spokesman, told The Associated Press that one Canadian soldier was among the troops killed. The discrepancy could not immediately be reconciled.
It was the deadliest single attack against the U.S.-led coalition across the country since the Taliban shot down a NATO helicopter on Aug. 6 in an eastern Afghan province, killing 30 U.S. troops, most elite Navy SEALs, and eight Afghans.The Afghan Ministry of Interior said four Afghans, including two children, also died in Saturday's attack. Eight other Afghans, including two children, were wounded, said Kabir Amiri, head of Kabul hospitals.
In all, there were three attacks Saturday against NATO and Afghan forces across the country.
A teenage girl also blew herself up as she tried to attack an Afghan intelligence office in the capital of Kunar province, a hotbed of militancy in northeast Afghanistan along the Pakistan border, the coalition said. Abdul Sabor Allayar, deputy provincial police chief, said the guards outside the government's intelligence office in Asad Abad became suspicious and started shooting, at which point the bomber detonated her explosives, killing herself and wounding several intelligence employees.
Afghan Defense Ministry spokesman Mohammad Zahir Azimi said officials were investigating whether the man who opened fire on a joint NATO-Afghan base in the restive southern Uruzgan province was an actual soldier or a militant in disguise.
The Australian Broadcasting Corp. said the attack occurred during a morning parade at a forward patrol base in southern Kandahar province, and the gunman wearing an Afghan army uniform was later killed. The discrepancy in the location of the attack could not immediately be clarified.
In Canberra, the Defense Department said three Australlian soldiers and their Afghan interpreter were killed in the attack, and seven Australian soldiers were wounded."It's a huge loss," said U.S. Ambassador Ryan Crocker. "Our deepest sympathies go out to their comrades and families, but it will not deter us from our mission. It's a shock, but we will not let these guys win."
Just a day earlier, the Pentagon issued a progress report saying that the number of enemy-initiated attacks in Afghanistan was trending downward. Since May of this year, the monthly number of these attacks has been lower than the same month in 2010, something not seen since 2007, it said.
However, the Pentagon also noted that the insurgency's safe havens in Pakistan and the limited capacity of the Afghan government could jeopardize efforts to turn security gains on the battlefield, primarily in the south, into long-term stability in Afghanistan.
Saturday's attack broke a relative lull in the Afghan capital, which has experienced a number of attacks in recent years that are often blamed on the Haqqani network, an al-Qaida and Taliban-linked movement that operates out of Pakistan.
The most recent attack in Kabul was the Sept. 20 assassination of former Afghan President Burhanuddin Rabbani by an insurgent who detonated a bomb hidden in his turban. The attacker was posing as a peace emissary coming to meet Rabbani, who was leading a government effort to broker peace with the Taliban.
That occurred about a week after teams of insurgents firing rocket-propelled grenades and automatic weapons struck at the U.S. Embassy, NATO headquarters and other buildings in the heart of Afghanistan's capital, leaving seven Afghans dead.
On Saturday, NATO and Afghan forces sealed off the blast area as fire trucks and ambulances, sirens blaring, rushed in. Coalition troops carried a badly burned body on a stretcher and several black body bags to two NATO helicopters that landed nearby to airlift casualties from the scene.The Taliban identified the bomber as Abdul Rahman and said he was driving a Toyota Land Cruiser SUV containing 1,540 pounds (700 kilograms) of explosives and targeting foreigners providing training for Afghan police. The Taliban, who frequently exaggerate casualty claims, said that 25 people were killed by the blast.
A similar attack occurred on the same road in May 2010 when a suicide bomber struck a NATO convoy, killing 18 people. Among the dead were five U.S. soldiers and a Canadian colonel.

Longtime readers of this blog already know I, and many others in the conservative media went to great lengths to expose Obama’s radical associations and supporters in 2008. I can still hear the the left’s wailing refrain, “Guilt by association!”. No, you idiots. It was guilt of association. When President Obama spoke to the Muslim world in Cairo last June, a large portion of his guests were leaders and members of the Muslim Brotherhood. The speech was designed to please them more than supporting the reformist movement in Egypt and across the Muslim world.
The Obama administration has hired the first White House Muslim advisor, Dalia Mogahed, who helped with writing Obama’s speech. Mogahed is herself an Islamic ideologue who supports Islamic Sharia and denies any connection between radical Islam and terrorism. Mogahed, who was born in Egypt, has also been a firm defender of the Council on American-Islamic Relations (CAIR) and the Islamic Society of North America (ISNA). Both of these US groups are tied to the Muslim Brotherhood.
According to an article by Stephen Schwartz, a prominent American convert to Islam, in the Weekly Standard on October 20, 2009, it turns out that the Islam embraced by Mogahed is decidedly fundamentalist — a brand that endorses Shariah or Islamic law (which, of course, goes against American laws), approves of a restricted role for women (including the wearing of the Muslim headdress, hajib, in public), and calls for a global Islamic government.Michael Savage: Obama Lies About Islam At Iftar Dinner:
Born in Egypt, Mogahed was brought to America as a child; earned a master’s in business; collaborated with tireless defender of radical Islam Georgetown professor John L. Esposito in producing a controversial study, Who Speaks for Islam? What a Billion Muslims Really Think; and became a senior analyst and executive director of the Gallup Center for Muslim Studies.

Soros is waging his own personal ideological war against America by shoveling seemingly limitless funds into organizations giving life to his “progressive” vision of social justice.***
That vision, like the Muslim Brotherhood’s, identifies America and Israel as the “Great Satan” and “Little Satan” respectively, who must be demolished to pave the way for a purifying, redemptive utopia. These common enemies unite progressives and Islamic fundamentalists in what David Horowitz has coined an “unholy alliance.” As Andrew C. McCarthy writes in The Grand Jihad, “With their collectivist philosophy, transnational outlook, totalitarian demands, and revolutionary designs, Islamists are natural allies of the radical Left.”
Thus Soros and his spokesmen like Muasher see opportunity in the unrest roiling the Middle East and North Africa – opportunity to support the enemy of their enemy. The numerous ties of Soros and his Shadow Party cohorts have been documented; they include the master puppeteer’s own Open Society Institute and various anti-Western Islamist groups in the revolutions. It has been confirmed, for instance, that the International Crisis Group (ICG), led in part by Soros, has long petitioned for the Egyptian government to “normalize” ties with the previously banned Brotherhood – for example, in a June 2008 report called “Egypt’s Muslim Brothers: Confrontation or Integration?” And this talking point is echoed by Brian Katulis, senior fellow at the Soros-funded Center for American Progress: “Any real democratic opening would lead to greater participation of groups like the Muslim Brotherhood in a future Egyptian government.”***
Soros himself has put forth this argument. In a February Washington Post editorial entitled “Why Obama Has to Get Egypt Right,” he asserts with almost comic optimism that “the Muslim Brotherhood’s cooperation with [Egyptian opposition leader] Mohamed ElBaradei, the Nobel laureate who is seeking to run for president, is a hopeful sign that it intends to play a constructive role in a democratic political system.”
… by calling for the Muslim Brotherhood to be given a seat at the table and a hand in fashioning the future of the Arab world, George Soros may be biting off more than he can chew with this alliance of convenience. To quote Andrew McCarthy again:
Revolutionaries of Islam and the Left make fast friends when there is a common enemy to besiege. Leftists, however, are essentially nihilists whose hazy vision prioritizes power over what is to be done with power… Islamists, who have very settled convictions about what is to be done with power, are much less so. Even their compromises keep their long-term goals in their sights. Thus do Leftists consistently overrate their ability to control Islamists.
Whatever nasty surprise awaits Soros and the Left in the long-run, at the present time they and the Muslim Brotherhood are solidifying a formidable alliance that threatens American capitalism, sovereignty, and security at home and abroad.

Fox News Poll: 44 Percent Would Re-elect Obama; Romney Remains Top of GOP List
More American voters disapprove than approve of the job President Obama is doing. Likewise, if making a choice today, more voters say they would back someone else for president in 2012 than say they would give Obama a second term. Who would that someone else be?
Former Massachusetts Gov. Mitt Romney remains Republican primary voters’ preferred candidate. He’s also the GOP contender more voters see as likely to do a good job in the White House.
These are some of the findings from a Fox News poll released Wednesday.
Currently 42 percent of voters approve of Obama’s job performance and 48 percent disapprove. Last month, before the agreement on the nation’s debt limit was finalized, 45 percent approved and 46 percent disapproved (July 17-19, 2011).
The drag on the president’s rating these days is not only lower approval among Democrats, which currently stands at 77 percent, but also a record-low 31 percent approval among independents. Approval among Republicans is 6 percent -- matching a previous record-low in October 2010.
Meanwhile, for the first time, the poll shows a 51-percent majority of voters think Obama is not a strong and decisive leader.
Today 45 percent say he is a strong leader, down from 52 percent earlier this year, and 60 percent in October 2009.
Similarly, 51 percent of voters say if the election were today, they would vote for someone else over President Obama. That’s about the same as the 49 percent who said someone else in June.
Forty-four percent would re-elect Obama, unchanged from two months ago (June 5-7, 2011).
The Fox poll first asked this question after Obama had been in office about 100 days, and at that time 52 percent said they would give him a second term, and 31 percent would vote to oust him (April 2009).
For Democrats, 80 percent would re-elect Obama, down from a high of 87 percent early in his term (April 2009).
Among the key voting group of independents, 33 percent would give Obama a second term, while over half -- 57 percent -- would vote for someone else. By a 52-44 percent margin, independents backed Obama in the 2008 election and helped him secure victory (Fox News Exit Poll).
Still, it’s important to remember the presidential election is 15 months away and the Republican candidate is yet to be determined.
And maybe there’s room for more than two in this race? Two out of three voters (66 percent) say they would consider supporting a third party presidential candidate. Even so, an almost equal number doubt a third-party entrant has a reasonable chance of winning (64 percent). Despite the negative feelings toward current office holders, these views on third party candidates are unchanged from how voters felt in 2007.
Make a Good President?
On the whole, voters are more likely to say Romney would make a good president than any of the other Republican hopefuls tested. Even so, just 34 percent give him a thumbs-up. That increases to 50 percent among Republicans. In fact, only Romney receives a positive response from at least half of Republicans.
The next highest is Minnesota Rep. Michele Bachmann: 22 percent of voters overall and 40 percent of Republicans think she would make a good president.
At the other end of the scale, about 7 voters in 10 think former Alaska Gov. Sarah Palin would not make a good president, and former House Speaker Newt Gingrich receives similarly negative marks.
Many voters say they have “never heard of” several announced candidates, including former Ambassador Jon Huntsman (41 percent), businessman Herman Cain (41 percent), former Penn. Sen. Rick Santorum (39 percent) and former Minn. Gov. Tim Pawlenty (33 percent).
Race for the Nomination
Romney remains the frontrunner in the race for the Republican nomination, garnering 21 percent among GOP primary voters. The only other candidate to receive double-digit support is unannounced candidate Texas Gov. Rick Perry at 13 percent.
Palin comes in third with 8 percent, followed closely by Bachmann and former New York City Mayor Rudy Giuliani both at 7 percent, and Texas Rep. Ron Paul and Gingrich both receive 6 percent. All others receive 5 percent support or less. Giuliani and Palin are unannounced.
When the field is narrowed to just the announced candidates, Romney’s support increases to 26 percent. He’s followed by Bachmann at 13 percent, Paul at 10 percent, and Gingrich and Cain with 9 percent each. These are almost identical to the responses three weeks ago.
Candidate Qualities
Which is more important when picking a president -- competence or principles? It’s a fairly tough choice for voters: 41 percent say “principles” and 33 percent say “competence.” Another 24 percent says “both.”
By a wide 18 percentage-point spread, Republicans say the more important characteristic is “principles.” For Democrats, “principles” also takes priority, by a slim 1-point margin.
The Fox News poll is based on landline and cell phone interviews with 904 randomly chosen registered voters nationwide and was conducted under the joint direction of Anderson Robbins Research (D) and Shaw & Company Research (R) from August 7 to August 9. For the total sample, it has a margin of sampling error of plus or minus 3 percentage points.
